    • What types of clients do you represent?

      I primarily represent companies regulated by federal and/or state government as well as companies seeking effective pathways for offering their goods or services to governmental entities. I also represent companies and public entities that receive public funding. My clients often times are seeking relief from government overreach or a clearer understanding of the complex compliance landscape with which they face daily in their businesses. I focus my client efforts on assisting them with a broader awareness of and relationship with key decision makers with the objective to save them time, money, and frustration by cutting through the red tape that too often defines government.

    • Relief from federal CMS rule requirement limiting access to care: Represented major publically traded national healthcare company with the successful passage of new federal legislation that prohibited the Centers of Medicare and Medicaid (CMS) from implementing a phase in schedule mandating that 75 percent of the healthcare provider’s patients must have one of 13 primary specific medical conditions before patients with other conditions could be admitted. This arbitrary rule was not supported by the medical community and created unnecessary limits to patient access and care. The end result was passage of S. 2449, the Medicare, Medicaid, and SCHIP Extension Act. (2007)
    • New drug development funding from BARDA/HHS for acute influenza drug: Represented boutique pharmaceutical company in obtaining initial contract with the U.S. Department of Health and Human Services/Biomedical Advanced Research and Development Authority (HHS-BARDA) for funding of new drug development and stockpiling inventory in the U.S. Centers for Disease Control and Prevention (CDC) Strategic National Stockpile. Client has received two funding rounds from BARDA/HHS for $102.6 M (2009) and $234.8M (2013). BARDA/HHS provides an integrated, systematic approach to the development and purchase of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies. The contract with our client was one of the largest government funded investments in a new drug development to address a potential pandemic. Early trials shown the drug promising activity against multiple influenza strains, including H7N9 and pandemic H1N1 swine flu viral strains. (2009 and 2013)                    
    • Overturned DOE rule with passage of new federal legislation: Represented small manufacturing company adversely affected by adoption of a Department of Energy (DOE) rule that failed to recognize the company’s new technology and energy efficient design. This new rule prohibited the company from selling its most popular product.  As the rural town’s largest employer, the company was forced to lay off of nearly half of its 130 employees and was on the verge of bankruptcy. Successfully achieved passage of new federal legislation through Congress that reversed DOE’s rule and created new authority for the agency to evaluate overall advances in technology that weren’t previously envisioned and provide greater flexibility to regulators as opposed to giving preferential treatment to a specific product or design. (2013)                     
    • Congressional hearing strategy and prep: Represented major DOD contractor to develop preparation strategy, messaging, and follow up in advance of a high-profile Congressional subcommittee hearing. (2014)
    • State legislation to refinance school bond debt: Represented county government with the successful passage of legislation in the Alabama state legislature to refinance approximately $600M in outstanding school bond debt. By refinancing the debt, the county is able to immediately repurpose approximately $60M annually to the county general fund for enhanced services, better fund local school districts operations, and support other community need without raising taxes on the citizens. (2015)  
    • Passage of state wine franchise legislation: Represented large multi-state wine and beer distributor with successful passage of wine franchise legislation, bringing parity with current beer franchise laws. (2014 and 2015)
    • Retail concession procurement with state's largest airport authority: Represented major, publicly traded international retail corporation on its procurement and successful bid for a long-term retail concession contract. (2012) 
    • $3 million federal appropriation for criminal records management and jail management software system: Represented state's largest sheriff's office in securing a $3M appropriation for a new criminal records management and jail management software system, which allow the office to share its data with all local municipal law enforcement agencies as well as integrate and share data with the National Crime Information Center. (2006)
    • Creation of air support unit with acquisition of surplus Army helicopters: Represented state’s largest sheriff’s office assisting with the acquisition of two Army surplus Bell OH-58 helicopters. Coordinated complete refurbishment of helicopters from local DOD contractor turning the project into a community event. In its 187-year history, the sheriff’s office previously did not have aerial capabilities or equipment to serve the citizens, fight crime, and conduct search and rescue missions. (2005)
