Balch & Bingham Welcomes Energy Partner Todd Kimbrough; Announces Plans for Austin Office

Balch & Bingham is pleased to announce the addition of Energy Partner Todd Kimbrough, who will lead the firm’s expansion into Austin. Todd brings more than 16 years of experience advising energy clients on electricity and natural gas regulations and economic issues associated with energy infrastructure and market design.

"We're excited to welcome Todd to Balch. His expertise and knowledge will be a tremendous asset to the firm and our clients as we expand our presence in Texas. The addition of Todd and expansion into Austin indicates our ongoing investment in outstanding talent to support our growing client needs and represents the further extension of our energy practice and the value proposition we offer to clients – national expertise from a regional cost platform,” said Stan Blanton, managing partner. “This latest step further strengthens our presence in the state, building on our team in Houston and history of serving clients in Texas.”

Balch continues to attract outstanding talent in key practices, as Todd marks the 24th new attorney to join the firm since January 2020. With years of experience working with energy companies on regulatory and utility issues, Todd has been involved in the approval and development of more than $25 billion in electricity infrastructure improvements. He regularly counsels utilities in rate cases and represents market participants before state utility commissions, the Federal Energy Regulatory Commission, the Texas Reliability Entity and other North American Electric Reliability Corporation regional entities. Todd, a graduate of The Washington University in St. Louis School of Law, has previously served as general counsel and interim CEO for the third-largest municipal electric utility in Texas.

“Joining Balch offers me a terrific opportunity to merge my practice with a firm that includes a deep bench of talented energy lawyers, many of whom I have worked previously and who are highly regarded by the industry,” said Todd Kimbrough, partner. “To help launch a new presence in Austin with a team that I have known for many years and to meaningfully contribute to the firm’s growth across Texas is a unique and exciting opportunity for me and my practice.”

Balch's forthcoming expansion into Austin will mark the firm's second Texas location and 11th office nationwide. Balch's growing Houston office, which opened in 2020, includes seven attorneys who have experience advising banks and other financial institutions, energy companies, private equity investors, public and private companies, and startups on a wide range of corporate matters, including mergers and acquisitions, securities, and financing, in addition to supporting clients across a broad range of financial restructurings and bankruptcy proceedings.

For nearly 100 years, Balch's energy and environmental practices have been at the forefront of the energy sector and include more than 120 attorneys who provide counsel to investor-owned utilities, electric cooperatives, independent power producers, and other businesses and service providers across the U.S. and internationally on regulatory, transactional, and litigated matters.

Balch's deep bench of talent includes some of the industry's leading practitioners, who regularly appear before state public utility commissions, the Federal Energy Regulatory Commission, and the Nuclear Regulatory Commission.
